A long-awaited gathering space along the Jefferson City riverfront is now open after an official ribbon-cutting ceremony on Sept. 3.

The outdoor venue is a mixed-use pavilion featuring glass garage doors, vendor areas and a surrounding food truck court. City leaders said it was designed to host weekly farmers markets, craft fairs, private events such as weddings and other community gatherings.

The $8 million project aims to connect the riverfront, historic assets and the local trail network while creating a new space for residents to gather. It is located at the north end of Chestnut Street near the historic Missouri State Penitentiary site.

The project involved partnerships with Cole County, JC Parks, the Missouri Department of Conservation, the Missouri Department of Economic Development, the Missouri Office of Administration and the state of Missouri.

JC Parks will operate the River Market as part of its network of rentable facilities. Construction was awarded under a roughly $3.5 million contract with Curtiss-Manes-Schulte, approved by City Council in April 2025, with ground breaking later that year.

Situated with views of the Missouri River, the site sits near the Missouri State Penitentiary, which draws about 30,000 visitors annually, and close to major employment centers and the new laboratory campus. Officials said the location makes it convenient for professionals, tour groups, field trips and community events.

The River Market forms part of a larger vision to improve riverfront connectivity. The city is pursuing Outdoor Recreation Legacy Partnership grant funding for future elements such as a pedestrian bridge and an extended trail system linking Deborah Cooper Park to the Missouri State Penitentiary site.

Funding included a Community Revitalization Grant from the Missouri Department of Economic Development, contributions from Cole County, city ARPA and sales tax funds, in-kind support from the Jefferson City Convention and Visitors Bureau, and a state cost-share for the street extension. The project aligns with multiple adopted plans focused on parks, cultural arts, comprehensive planning, active transportation, penitentiary redevelopment, and local food systems.

With the ribbon-cutting complete, the River Market is now positioned to support local vendors, community programming, private events, and the ongoing revitalization of Jefferson City’s historic riverfront and penitentiary district.
